HOURS: As Needed/ Event Driven, 7 days a week, Monday-Sunday, 12:00 AM – 12:00 PM

Job Summary: This position is responsible for supervising inmate laborers in the maintenance of the Civic Center facilities.

 Major Duties and Responsibilities:

  • Trains and supervises the work of inmates; maintains security of assigned inmates in arena maintenance, event operations, and building and ground maintenance activities.
  • Supervises the set up and tear down of staging platforms for concerts, religious events, cultural events, and trade shows.
  • Supervises the set-up of banquet tables; places rubber cover on arena floor during ice season.
  • Supervises the set-up of the basketball floor; installs basketball goals; removes tom or broken basketball rims or goals.
  • Supervises the repair and maintenance of Civic Center facilities including painting, carpentry, HVAC maintenance, masonry, and carpet cleaning.
  • Supervises custodial activities including cleaning restrooms and kitchen areas; vacuums carpets, scrubs and waxes floors, dusts, washes windows, and performs other miscellaneous custodial duties.
  • Assists in lowering scoreboard from its ceiling position; supervises the set up of telescopic seating and floor seating; supervises the set-up of barricades during concerts.
  • Counts inmates hourly and reports numbers and location of inmates to Muscogee County Prison; searches for and removes contraband; administers medicines and firstaid; responds to inmate requests for other medical attention.  
  • Transfers inmates to and from work assignments; ensures inmate compliance with departmental policies and procedures. Interviews, hires, trains, assigns, supervises, evaluates, and disciplines personnel.
  • Oversees security policies and procedures during events to prevent theft, damage, vandalism, or other criminal activities.
  • Oversees all traffic control points within the building to restrict travel; checks credentials of visitors and staff.
  • Assists with planning security and safety policies and procedures; ensures that radio procedures are followed.
  • Oversees the emergency evacuation of the facility. Performs other related duties as assigned.

  • Knowledge of the principles and practices of stage construction.
  • Knowledge of the principles and practices of basketball floor installation, maintenance, and repair.
  • Knowledge of the principles and practices of the repair and maintenance of public facilities.
  • Knowledge of departmental rules, regulations, and safety and security methods and procedures.
  • Knowledge of the principles and practices of event and facility security.
  • Skills in the supervision of inmate laborers.

 Supervisory Controls:

  • The Operations Manager assigns work in terms of general instructions.
  • The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and
  • propriety of the final results.

 Guidelines:

  • Guidelines include safety and evacuation rules, rules governing the supervision of inmates, and government and department policies and procedures.
  • These guidelines are generally clear and specific but may require some interpretation in application.

 Complexity:

  • The work consists of related supervisory and technical duties.
  • Simultaneous events contribute to the complexity of the position.

 Scope and Effect:

  • The purpose of this position is to supervise inmate laborers in the maintenance of the Civic Center facility and grounds and to supervise event and facility security.
  • Successful performance results in the provision of a safe and well-maintained facility.

 Personal Contacts:

  • Contacts are typically with co-workers, police officers, inmates, emergency personnel, vendors, and the general public.

 Purpose of Contacts:

  • Contacts are typically to give or exchange information, resolve problems, motivate personnel, and provide services.

 Educational and Training Requirements:

  • Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
  • No experience requirements.
  • Possession of or ability to readily obtain certification by the Georgia Department of Corrections.
  • This position is required to supervise state inmate labor.
  • Must pass P.O.S. T. certification within the time frame required by this department, which is normally within six months but may be altered.
  • Possession of, or ability to, readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

 Physical Requirements:

  • The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping.
  • Frequently lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

 Work Environment:

  • The work is typically performed in an office and throughout the Civic Center facility.
  • Exposed to noise, dust, dirt, grease, and machinery with moving parts.
  • Work may be performed outdoors, occasionally in cold or inclement weather, and requires
  • the use of protective devices such as masks, goggles, and gloves.

 Supervisory and Management Responsibility:

  • This position has direct supervision over inmate laborers and part-time security staff.
