Human Services Counselor III

Adult Protective Services - Human Services Counselor III position provides case management to vulnerable adults who meet the income requirements and Protective Supervision for the same population regardless of income.



Duties/Responsibilities:

  • Performs scheduled service visits and contacts to complete or update care plans, assess or reassess service needs, and define or redefine service goals according to the programmatic policies and guidelines.
  • Attends court hearings as scheduled. 
  • Interviews new applicants and evaluates them for services. Provides and/or arranges services as needed through the case management process. 
  • Coordinates services for clients with other appropriate agencies and resources.  
  • Completes and processes required paperwork related to the opening, closing, updating, and provision of services to clients, including CIS, HCDA, OSS, CCDA, court documents, and other program-related forms. 
  • Maintains case records according to program policies, including activities documentation.
  • Compiles and submits productivity reports as required. Completes and submits required mileage and leave/attendance forms. 
  • Maintains community resource information.      
  • Responds to telephone inquiries and requests for assistance, providing information, referral, counseling, and arranging appointments.
  • Contacts community resources to identify and develop sources of assistance.



Minimum Qualifications:

  • An associate's degree or a minimum of 60 semester hours with two years of professional experience in education, mental health, counseling, guidance, social work, health or rehabilitative programs; a bachelor's degree from an accredited college or university.
  • Professional experience described above can substitute on a year-for-year basis for the required college education.
  • A valid Driver License
  • Must possess an operational, private vehicle for use in the performance of daily work activities. Selected applicants are required to provide proof of vehicle registration and documentation of the appropriate insurance coverage.



Required Skills: 


  • Must possess a valid State of Florida Driver's License.
  • Knowledge of theories in counseling or social work, how to operate a personal computer, professional ethics relating to counseling or social work, interviewing techniques, ability to provide counseling or social services, coordinate a team approach to the rehabilitation process, coordinate service delivery with a variety of community agencies located within the county. 



Physical Requirements: 

  • The incumbent must drive to multiple locations to conduct interviews, provide counseling and direct services to clients. Driving will be intermittent for up to 8 hours per day, but may require longer hours in specific cases. 
  • Other physical tasks associated with this position include: extensive phone usage, writing, typing, pushing, pulling, lifting and carrying file folders, walking, climbing stairs, and personal computer usage.

Ergonomic chairs and workstations are provided to ensure appropriate job performance.


Time Availability: Mon - Friday from 8am to 5pm


TRAVEL: 50%, DCF will reimburse mileage directly.
