NEEDED: Medical Specialist

LOCATION: Washington, DC 20002 (local remote)

SCHEDULE: As Needed The work shall be performed on an as needed basis, however the estimated volume of these programs, per fiscal year, is as follows: Death: 150 claims; Disability: 300 claims. 

QUALIFICATIONS:

Must have a medical degree from an accredited medical school and be certified by an appropriate medical board in one of the following specialties or subspecialty: forensic pathology, orthopedics, neurology, psychiatry, pulmonology, cardiology, internal medicine, or other specialty or subspecialty as required by BJA.

JOB DUTIES:

  • Independent Medical Examination and Independent Medical Review
  • Task 1.0 Record Review - a review of all medical and related records provided by the claimant, physicians, and any others as indicated. 
  • Task 2.0  Independent Medical Examination - a review of all medical records and an in-person examination of the claimant, at an agreed upon location between the medical specialist and the claimant. The location shall be accessible and within a reasonable distance to the claimant. 
  • Task 3.0  Vocational Assessment - an in-person examination, at an agreed upon location between the medical specialist and the claimant, which assesses whether or not a claimant is able to perform any type of gainful work 
  • Task 4.0  Functional Capacity Examination - an in-person examination (or review of the records) at an agreed upon location between the medical specialist and the claimant, which determines if claimant is able to function or perform everyday life needs. 
  • Task 5.0  Legal Nurse Review - a review and organization of medical records by a licensed legal nurse. 
  • Deliver electronic medical reports to the PSOB Office, COR and the Point of Contact identified by the COR. 
  • Provide a formal written review and report of the medical findings and conclusions contained in the PSOB file regarding the public safety officer’s injury or death.
  • Provide in-person examinations and subsequent medical reports of the medical findings and conclusions of that examination. Because death and disability claims may require medical determinations, BJA may submit such claims to the Medical Specialist for an expert medicolegal review or expert medical examination prior to determining whether or not a public safety officer’s death or disability is eligible for benefits under the PSOB Act and implementing regulations. BJA will make the final administrative determination for each death or disability claim as to whether a PSOB benefit is to be paid. 
  • For medical review, based on specific case information provided by the PSOB Office, the Medical Specialist will review the public safety officer’s medical and related records regarding a line of duty injury or death. BJA may also submit medical evidence, testimony, and other information provided at the appeal level on death or disability claims to the Medical Specialist for review. The Medical Specialist agrees not to disclose the medical opinion or release any medical records or information pertaining to PSOB cases to anyone other than the representatives of the PSOB Program. Medical Specialists may conduct research and draft documents and memoranda related to the PSOB Program, law, regulations, and related issues as requested by the BJA Director. In person examinations will be performed based on the Medical Specialist’s specialty and widely recognized standards of the medical profession and licensing requirements. 
  • Medical Specialists will receive training materials regarding the PSOB law, regulations and program from the PSOB Office, and may also be required to complete virtual training by the PSOB Office if indicated.
  • Medical Specialists who complete training will be a small cadre (5-10) of specialists who PSOB will use repeatedly for IMRs.
